The order of operations most new food businesses follow

  1. Decide the business structure and register it (state + IRS EIN — both can be done free).
  2. Talk to the health department before signing anything, and ask exactly which license your model needs.
  3. Line up your licensed kitchen or commissary — that's what the directory is for.
  4. Complete food-safety training if your jurisdiction requires a certified person.
  5. Apply, get inspected, and keep every approval document in one folder.
